August 7, 2015: Publication of draft amendments to the Cabinet Office Ordinances and supervisory guidelines regarding the notification of names of officers at financial institutionsopen new window

The FSA proposed draft amendments to the Cabinet Office Ordinances and supervisory guidelines regarding the notification of names of officers at financial institutions. The amendments allow the financial institutions to notify the FSA of the officers’ birth names in addition to married names if necessary. The proposal will be finalized after a one-month public consultation and enforced in October 2015.

August 11, 2015: Administrative action against Future Stock Co., Ltd. (Kinki Local Finance Bureau)open new window

On August 11, 2015, the Kinki Local Finance Bureau took an administrative action against Future Stock Co., Ltd., requiring the firm to suspend its business for one month from August 11 through 10 September, 2015, and to improve its business operations.
This administrative action is based on a recommendation from the Securities and Exchange Surveillance Commission (SESC) as a result of their on-site inspection. The SESC found that the company violated the Financial Instruments and Exchange Act by providing its customers with special property benefits regarding contracts with the customers.

The FSA (Local Finance Bureaus) updated warnings about entities that are operating money lending businesses without proper registration. The warnings include the updated list of entities that lie about their registration with fictitious or stolen registration numbers1.
  1. KŌYŪ Financial Kabushiki Kaisha*, Link Kabushiki Kaisha*, Kabushiki Kaisha Seibu Corporation*, and Money Plan* were given warnings for operating money lending businesses without proper registration.
