November 20, 2015:

Publication of draft amendments to the “Comprehensive Guidelines for Supervision of Major Banks” «Summary» The FSA proposed draft amendments to the “Comprehensive Guidelines for Supervision of Major Banks” following the application of the Corporate Governance Code (from June 2015) and establishment of a new company form (Company with Supervisory Committee: Kansa-tō Iinkai Secchi Kaisha) associated with the revised Companies Act 2014 (enforced on May 1, 2015). Amendments are as follows: Amendments pertaining to the Corporate Governance Code. Cooperation between the FSA and the Deposit Insurance Corporation of Japan complying with the “Criminal Accounts Damage Recovery Act.” Clarification of the information required to be included in the application form for specially permitted business.

November 20, 2015:

Publication of draft amendments to the related orders, cabinet office ordinances and the Comprehensive Guidelines for Supervision of Financial Instruments Business Operators following the 2015 revisions of the “Financial Instruments and Exchange Act (FIEA)” «Summary» On November 20, 2015, the FSA proposed draft amendments to the related orders, cabinet office ordinances and the Comprehensive Guidelines for Supervision of Financial Instruments Business Operators; including the “Order for Enforcement of the Financial Instruments and Exchange Act” and the “Cabinet Office Ordinance on Financial Instruments Business.” The draft amendments update the rules pertaining to Specially Permitted Business for Qualified Institutional Investor.

November 16, 2015:	Publication of the agenda and handouts of the fourth meeting of the Working Group on Payments and Transaction Banking of the Financial System Council «Summary» The FSA published the agenda and handouts of the fourth meeting of the Working Group on Payments and Transaction Banking of the Financial System Council, which was held on November 16, 2015.

November 18, 2015:

Decision on subscription for preferred equity investments in the Shinkumi Federation Bank (central body for Japan credit cooperatives) pursuant to the “Act on Special Measures for Strengthening Financial Functions” «Summary» The FSA decided to subscribe for preferred equity investments in the Shinkumi Federation Bank (central body for Japan credit cooperatives) based on the capital injection scheme pursuant to the “Act on Special Measures for Strengthening Financial Functions.” The fund that is going to be invested in the Shinkumi Federation Bank will be put into member shinkumi banks for the purpose of enhancing their capital adequacy in response to their financial support requests to fully ensure smooth and stable financing for business enterprises in local regions.

November 20, 2015:	Results of the focused review on securities filings of the FY2014 «Summary» The FSA published the results of the focused review on securities filings of the FY2014. The review was conducted on 360 companies’ filings selected out of 4,027 companies on the basis of gathered information and in accordance with the priority issues. Inappropriate descriptions regarding retirement benefit plans, business combinations and impairment losses were found in some filings.
November 19, 2015:	The 50th Meeting of the Financial Service ADR (Alternative Dispute Resolution) Liaison Group on December 4, 2015 «Summary» On December 4, 2015, the Financial Service ADR Liaison Group will hold its 50th meeting. At the meeting, the Group will receive a report on the implementation of the financial ADR system, and will discuss further enhancement of the system.
November 19, 2015:	Publication of the agenda and handouts of the third meeting of the Accounting Committee of the Business Accounting Council «Summary» The FSA published the agenda and handouts of the third meeting of the Accounting Committee of the Business Accounting Council, which was held on November 19, 2015.
November 17, 2015:	Forum on the promotion of funding for growing businesses in the regional economy to be held on December 9, 2015, in Sendai City «Summary» On December 9, 2015, the FSA will hold a forum on the promotion of funding for growing businesses in the regional economy in Sendai City, Miyagi Prefecture. Inviting representatives from recently listed regional companies, regional venture firms, stock exchanges, securities firms, regional financial institutions, venture capitals, relevant administrative authorities, etc., this forum provides an opportunity to let them exchange views on various issues affecting the regional capital market and share good practices of funding for regional businesses.
