Publication of a cabinet office ordinance to amend the “Ordinance on Terminology, Forms and Preparation Methods of Financial Statements” < Summary> The FSA proposed a cabinet office ordinance to amend the “Ordinance on Terminology, Forms and Preparation Methods of Financial Statements.” The proposal mainly aims to deem the business conducted by Nippon Export and Investment Insurance, Co. Ltd. as “separately indicated business,” pursuant to the rules on terminology, forms and preparation methods of financial statements.

Administrative action against the Shoko Chukin Bank,Ltd. < Summary> The FSA, the MOF (Ministry of Finance), and the METI (Ministry of Economy, Trade and Industry) took an administrative action against the Shoko Chukin Bank,Ltd. (for not fulfilling adequate process in financing operations in case of emergency such as domestic and/or international financial disturbances or large-scale natural disasters), ordering the improvement of its business operations pursuant to the “Shoko Chukin Bank Limited Act.” The competent ministries are to conduct on-site inspection with respect to the entity’s (the Shoko Chukin Bank,Ltd.’s) corporate structure in terms of compliance, business management, and internal control.

May 12, 2017:	Administrative penalty charges against three individuals for committing insider trading regarding stocks of Aisei Pharmacy Co.,Ltd. by using insider information received (1) (2) (3) < Summary> On May 11, 2017, the FSA issued orders to impose administrative penalty charges against three individuals for committing insider trading of stocks of Aisei Pharmacy Co.,Ltd.* by using information received from a contractor of a tender offeror of Aisei Pharmacy Co.,Ltd.  * Aisei Pharmacy Co., Ltd. was delisted in May 2016.
May 12, 2017:	Administrative penalty charges against two officers of FueTrek Co., Ltd. for committing insider trading and communicating insider information regarding stocks of the said entity (1) (2) < Summary> On May 11, 2017, the FSA issued orders to impose administrative penalty charges against two officers of FueTrek Co., Ltd., one for communicating insider information to an individual, and the other for committing insider trading regarding stocks of the said entity and for communicating insider information to individuals who used the information and committed insider trading.
May 12, 2017:	Administrative penalty charges against two individuals for committing insider trading regarding stocks of FueTrek Co., Ltd. by using insider information received (1) (2) < Summary> On May 11, 2017, the FSA issued orders to impose administrative penalty charges against two individuals for committing insider trading regarding stocks of FueTrek Co., Ltd. by using information received from officers of the entity.
May 12, 2017:	Administrative penalty charge against an individual for market manipulation regarding stocks of Forval RealStraight Inc. and six other entities < Summary> On May 11, 2017, the FSA issued an order to impose an administrative penalty charge against an individual for market manipulation regarding stocks of Forval RealStraight Inc. and six other entities.

Warnings about entities that are operating money lending businesses without proper registration < Summary> The FSA (Local Finance Bureaus) updated warnings about entities that are operating money lending businesses without proper registration. The warnings include the updated list of entities that misrepresent their registration using fictitious or stolen registration numbers.

May 9, 2017:

Outline of the “Reports on the Measures for the resolution of failed financial institutions” delivered by the Minister of State for Financial Services, Taro Aso, in the Committee on Financial Affairs of the House of Representatives < Summary> The Minister of State for Financial Services, Taro Aso, delivered an outline of the “Reports on the Measures for the resolution of failed financial institutions” in the Committee on Financial Affairs of the House of Representatives. The reports, addressing two semiannual periods extending from October 1, 2015 to March 31, 2016, and from April 1, 2016 to September 30, 2016, had been submitted to the Diet respectively on June 10, 2016 and December 13, 2016, pursuant to the “Act on Emergency Measures for the Revitalization of the Financial Functions.”
