The FSA proposed the draft amendments to regulatory notices pertaining to capital adequacy ratio regulation (the third pillar) and guidelines. In accordance with the key enhancements set out in the finalized standards for interest rate risk in the banking book (IRRBB) published by the Basel Committee on Banking Supervision in April 2016, and in due consideration of current low-interest rate environment and such, the proposal aims to revise methodologies for monitoring of interest rate risks, which is conducted under the early warning system.

The FSA finalized the amendment to the regulatory notice designating transactions and lending/borrowing to be excluded from the transactions subject to the regulations on financial instruments obligation assumption service based on the “Order for Enforcement of the Financial Instrument and Exchange Act.” The amendment extends the expiry date of the current regulatory notice from June 30, 2017 to December 31, 2017. The regulatory notice was enforced on June 27, 2017.

The FSA finalized the “Cabinet Office Order on Banks’ Policies on Cooperation and Collaboration with Electronic Settlement Agents” pursuant to Article 10 of the supplementary provisions of the “Act for Partial Revision of the Banking Act (Act No. 49 of 2017),” which stipulates that banks shall prepare and disclose their basic policies regarding their cooperation and collaboration with electronic settlement agents within nine months from the date of promulgation of the Act (promulgation date: June 2, 2017). The Cabinet Office Order was enforced on June 27, 2017.
