July 26, 2019 | Publication of the draft "Cabinet Office Order to Amend the Cabinet Office Order on Business of Credit Cooperatives or Federation of Credit Cooperatives under the Small and Medium-Sized Enterprise Cooperatives Act" < Summary> The FSA published the draft "Cabinet Office Order to Amend the Cabinet Office Order on Business of Credit Cooperatives or Federation of Credit Cooperatives under the Small and Medium-Sized Enterprise Cooperatives Act." The proposal aims to reflect the updates of the "Act on Arrangement of Relevant Acts to Ensure the Propriety of Measures for Limitations on Rights of Adult Wards, etc." (provisional English law title, hereinafter referred to as the "Act on Arrangement") which was enforced and promulgated in June 2019. The updates of the said Act on Arrangement mainly set forth new measures to ensure the propriety of limitations on rights of adult wards, by replacing the system that adopts disqualification provisions for adult wards which uniformly exclude them from certain qualifications, occupations, and business activities (nature of work), with the case-by-case screening system that substantively assess the respective adult wards' capabilities required by the applicable Acts, based on the respective statuses of mental or physical disorder and such. Upon finalization of the proposal, the Cabinet Office Order is expected to come into effect as from the day on which three months have elapsed from the date of promulgation of the said Act on Arrangement. |

July 24, 2019 | Publication of the finalized amendments to the "Comprehensive Guidelines for Supervision of Major Banks, etc." < Summary> The FSA finalized the amendments to the "Comprehensive Guidelines for Supervision of Major Banks, etc." regarding settlement agents for electronic settlement systems of banks, such as AISP (account information service provider) and PISP (payment initiation service provider). The amendments clarify the FSA's perspectives of post-registration monitoring of registered settlement agents for electronic settlement systems of banks. The amended Guidelines were enforced on July 24, 2019. |

July 25, 2019 | Request for financial measures to deal with the outbreak of classical swine fever (hog cholera) in Mie Prefecture (The Tokai Local Finance Bureau) < Summary> The Tokai Local Finance Bureau issued the statement titled “Financial Measures in Response to the Report of the Classical Swine Fever (Hog Cholera)” to the relevant financial institutions in Mie Prefecture. The statement requests the financial institutions to cooperate with prefectural authorities and appropriately deal with classical swine fever (hog cholera)-affected parties such as pig farms considering their circumstances, such as by attentively responding to the needs of business management consultation and new loans or change of loan terms. |

Inviting stakeholders such as recently listed local companies, local startups, the stock exchange, securities firms, regional financial institutions, venture capitals, and relevant administrative authorities, the forum provides an opportunity to discuss various issues regarding capital market and to share good practices of funding for growing businesses in the local economy. |
