Press Conference by SUZUKI Shunichi, Minister of Finance and Minister of State for Financial Services

(Excerpt)

(Tuesday, October 31, 2023, 8:39 am to 8:44 am)

Q.

On October 27, the Financial Services Agency (FSA) issued an order for NTT DATA to submit a report on the glitch occurred to the system of the Zengin Net. What was the order issued for and what action will the FSA take next?

A.

As you have pointed out, the FSA ordered NTT DATA, a contractor for the Zengin Net, on October 27 to submit a report according to the Payment Services Act, requiring to analyze the problems and report what had caused them. This is because the FSA determined that, as part of the examination of the case, we would need to ask the contractor what really had happened and how.
Prior to that, the FSA also ordered the Zengin Net, the operator of the Zengin system, to submit a report, requiring to examine causes of the problems and develop measures to prevent the recurrence of similar problems.
The FSA will carefully review the reports once received. After that, we will follow up them to take appropriate actions and ensure that no similar problems will occur.
