The FSA finalized amendments to the “Ordinance on Terminology, Forms, and Preparation Methods of Consolidated Financial Statements.” The amendments reflect the issuance of “Japan’s Modified International Standards (JMIS): Accounting Standards Comprising IFRSs and the ASBJ Modifications” by the ASBJ on June 30, 2015.
The Ordinance has been enforced since September 4, 2015.
September 2, 2015: Publication of the updated “Cabinet Office Ordinance on Restrictions on Securities Transactions” and the guidelines for the “Financial Instruments and Exchange Act” regarding the regulation on insider tradingopen new window

The FSA finalized the amendments to the “Cabinet Office Ordinance on Restrictions on Securities Transactions” and the guidelines for the “Financial Instruments and Exchange Act” regarding the regulation on insider trading. The following is a brief overview of the finalized amendments.
  • The amendments to the Cabinet Office Ordinance defining comprehensive exemption for stock-purchasing/selling contracts and schemes made before knowing insider information. The amendments intend to make it clearer that the stock-purchasing/selling under these contracts and schemes does not usually violate regulations against insider trading. (Will be enforced on September 16, 2015).
  • The amendments to guidelines clarifying the interpretation of the provisions to exempt the counter stock-purchase arrangement against hostile TOB. (Applied on September 2, 2015).

The FSA published the number of debtors and the amount of debt for which contractual repayment has been suspended following the Great East Japan Earthquake. The numbers are based on hearings with financial institutions in the three prefectures most heavily affected by the earthquake (Iwate, Miyagi, and Fukushima).

September 4, 2015: Publication of statistics regarding over-the-counter (OTC) derivative transactions (as of June 30, 2015)open new window

In accordance with Article 156-66 of the Financial Instruments and Exchange Act, the FSA published the over-the-counter (OTC) derivatives report as of the end of June 2015. This report aggregated the OTC derivative transactions data reported from the Financial Instruments Business Operators, etc. in Japan.

September 4, 2015: Schedule of the 2015 campaign for multiple-debt consultationopen new window

From September 1 through December 31, 2015, the FSA, Local Finance Bureaus, local governments, and related organizations cooperate to hold an annual campaign based on the “Program to Remedy the Multiple Debt Problem.” During the campaign, consultation services are provided free of charge nationwide and publicity activities are held to encourage the potential multiple debtors to come to the consultation counters. Additional information on the schedule and venues will be updated on the website.

The FSA published its Policy Evaluation Implementation Plan for FY 2015. The plan has been reviewed by outside experts and their inputs are reflected in the plan. The FSA will conduct policy evaluation pursuant to the plan and the results will be published in due course.

The requests mainly consist of three subjects as follows.
  1. Supporting household asset formation and expanding funding for growing business.

  3. Enhancing convenience and revitalizing Japan’s capital market as an “International Financial Center.”
