The FSA finalized the guidelines to eliminate discrimination against people with disabilities in the businesses under the supervision of the FSA. Based on the “Act for Eliminating Discrimination against Persons with Disabilities,” the guidelines stipulate appropriate attitudes that employees of the firms under the supervision of the FSA should take towards people with disabilities. The guidelines will be enforced on April 1, 2016.
October 30, 2015: Publication of draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators”open new window

The FSA proposed draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators.” The amendments are as follows:
  • Clarifying supervisory points of attention when financial instruments business operators solicit financial transactions via “Junior NISA”* starting April 2016.
  • Reflecting an increase in the annual investment limit for NISA from 1 million yen to 1.2 million yen from January 2016.
  • Requiring securities companies to use J-IRISS (Japan-Insider Registration and Identification Support System) by the Japan Securities Dealers Association as a measure to prevent insider trading by the customers.

*A tax free scheme for minors who are less than 20 years old to open a specially-designed NISA account with an annual investment limit of 800,000 yen.

The FSA proposed draft amendments to the “Comprehensive Guidelines for Supervision of Financial Market Infrastructures - Clearing Organizations, Fund Clearing Organizations, Book-entry Transfer Institutions, and Trade Repositories.”
The amendments clarify the major supervisory viewpoints pertaining to disclosure of financial market infrastructures, based on the CPSS-IOSCO’s* “Principles for financial market infrastructures” with its supplementary document, the “Disclosure framework and Assessment methodology,” in addition to the CPMI-IOSCO’s* “Public quantitative disclosure standards for central counterparties (CCPs).”

The FSA published the number of debtors and the amount of debt for whom contractual repayment was suspended following the Great East Japan Earthquake based on hearings with financial institutions in the three prefectures most heavily affected by the earthquake (Iwate, Miyagi, and Fukushima).

October 30, 2015: Activities of the FSA's Counseling Office for Financial Services Users in FY 2015-2Qopen new window
«Summary»
The FSA’s Counseling Office for Financial Services Users offers a counseling service in response to inquiries and comments from financial services users. In the second quarter of FY 2015 (between July 1 and September 30, 2015), the counseling office received 8,890 inquiries and comments, a slight decrease from 9,201 cases in the previous quarter (between April 1 and June 30, 2015). Among them, 291 cases were received through the ex-ante consulting services.
