June 3, 2016:

Publication of draft amendments to the “Guidelines for Administrative Processes” regarding prepaid payment instruments issuers «Summary» The FSA proposed draft amendments to the “Guidelines for Administrative Processes” regarding prepaid payment instruments issuers. In response to the increasing billing scams in which fraudulent entities aim to defraud ID numbers of prepaid payment instruments, the amendments intend to add supervisory viewpoints for the improvement of prepaid payment instruments issuers’ compliance systems in light of fraud prevention and recovery.

June 3, 2016:

Publication of the finalized amendments to the “Comprehensive Guidelines for Supervision of Major Banks” «Summary» The FSA finalized the amendments to the “Comprehensive Guidelines for Supervision of Major Banks” following the application of the Corporate Governance Code (from June 2015) and establishment of a new company form (Company with Supervisory Committee: Kansa-tō Iinkai Secchi Kaisha) associated with the revised Companies Act 2014 (enforced on May 1, 2015). Amendments are as follows: Amendments pertaining to the Corporate Governance Code. Cooperation between the FSA and the Deposit Insurance Corporation of Japan complying with the “Criminal Accounts Damage Recovery Act.” Clarification of the information required to be included in the application form for specially permitted business. The Guidelines were enforced on June 3, 2016.

Figures regarding suspended repayments following the Great East Japan Earthquake (as of March 31, 2016) «Summary» The FSA published the number of debtors and the amount of debts for which contractual repayment has been suspended following the Great East Japan Earthquake, based on hearings with financial institutions in the three prefectures most heavily affected by the earthquake (Iwate, Miyagi, and Fukushima).

June 3, 2016:	Administrative penalty charge against an individual for market manipulation regarding stocks of Medrx Co., Ltd., and two other entities «Summary» On June 2, 2016, the FSA issued an order to impose an administrative penalty charge against an individual for market manipulation regarding stocks of Medrx Co., Ltd., Fixstars Corporation, and Acucela Inc.
June 1, 2016:	License granted to Chicago Mercantile Exchange Inc. to conduct “Financial Instruments Obligation Assumption Business” «Summary» The FSA granted a license to Chicago Mercantile Exchange Inc. to conduct “Financial Instruments Obligation Assumption Business,” pursuant to the “Financial Instruments and Exchange Act.”
May 31, 2016:	Administrative action against Sun Capital Management Co., Ltd. (Kinki Local Finance Bureau) «Summary» The Kinki Local Finance Bureau took and administrative action against Sun Capital Management Co., Ltd., ordering the improvement of its business operations pursuant to the “Financial Instruments and Exchange Act.” This administrative action is based on a recommendation from the Securities and Exchange Surveillance Commission (SESC) as a result of their on-site inspection.
May 31, 2016:	Updated list of qualified institutional investors engaging in specially permitted businesses that provided false information (Kanto Local Finance Bureau) «Summary» The FSA (Kanto Local Finance Bureau and Kinki Local Finance Bureau) issued warnings to qualified institutional investors engaging in specially permitted businesses that provided false information to their customers.
May 30, 2016:	Updated lists of entities that are operating financial instruments businesses without proper registration (Kanto Local Finance Bureau) «Summary» The FSA and the Kanto Local Finance Bureau issued warnings to entities that are operating financial instruments businesses without proper registration. (cf. updated lists of Japan-based entities and foreign-based entities).

June 1, 2016:	Publication of the agenda and handouts of the eighth meeting of the “Council of Experts Concerning the Follow-up of Japan’s Stewardship Code and Japan’s Corporate Governance Code” «Summary» The FSA published the agenda and handouts of the eighth meeting of the “Council of Experts Concerning the Follow-up of Japan’s Stewardship Code and Japan’s Corporate Governance Code,” which was held on June 1, 2016.
June 1, 2016:	The 25th Expert Panel on Policy Evaluation «Summary» On June 8, 2016, the FSA held the 25th Expert Panel on Policy Evaluation. The Expert Panel is annually held in order to utilize the findings of experts with relevant knowledge and experience for evaluating the policies of the FSA.
May 30, 2016:	New “NISA Official Promotion Webpage” on the FSA’s website «Summary» The FSA newly added the “NISA Official Promotion Webpage” to its website.
