June 3, 2016: Publication of draft amendments to the “Guidelines for Administrative Processes” regarding prepaid payment instruments issuersopen new window

The FSA proposed draft amendments to the “Guidelines for Administrative Processes” regarding prepaid payment instruments issuers. In response to the increasing billing scams in which fraudulent entities aim to defraud ID numbers of prepaid payment instruments, the amendments intend to add supervisory viewpoints for the improvement of prepaid payment instruments issuers’ compliance systems in light of fraud prevention and recovery.

The FSA finalized the amendments to the “Comprehensive Guidelines for Supervision of Major Banks” following the application of the Corporate Governance Code (from June 2015) and establishment of a new company form (Company with Supervisory Committee: Kansa-tō Iinkai Secchi Kaisha) associated with the revised Companies Act 2014 (enforced on May 1, 2015).
Amendments are as follows:
  • Amendments pertaining to the Corporate Governance Code.
  • Cooperation between the FSA and the Deposit Insurance Corporation of Japan complying with the “Criminal Accounts Damage Recovery Act.”
  • Clarification of the information required to be included in the application form for specially permitted business.
The Guidelines were enforced on June 3, 2016.
