In accordance with the enforcement of the “Act for Partial Revision of the Banking Act (Act No.62 of 2016)” which aims to respond to the environmental changes involving IT development (enforcement date: April 1, 2017), the FSA finalized the regulatory notice regarding the rules for audit on segregation management to designate certain rules pursuant to the “Cabinet Office Order on Virtual Currency Exchange Service Providers.” The regulatory notice was enforced on July 21, 2017.

On July 14, 2017, the FSA’s order to impose an administrative penalty charge against an individual, which was imposed in 2013 for committing insider trading regarding stocks of Tokyo Electric Power Company, Incorporated* (TEPCO) by using information received from an employee of a contractor with TEPCO was rescinded by the judgement of the court. 

* Current corporate name is Tokyo Electric Power Company Holdings, Incorporated.

The FSA published the first survey report on audit firm rotation following the recommendation by the “Advisory Council on the Systems of Accounting and Auditing” (published in March 2016) that an in-depth survey and analysis regarding the adoption of mandatory audit firm rotation in Japan, taking into consideration the recent regulatory trends in foreign countries, should be conducted by the FSA.
