July 24, 2018 Publication of the finalized amendments to the “Guidelines for Administrative Processes” regarding the defined contribution pension open new window
< Summary>
The FSA finalized the amendments to the “Guidelines for Administrative Processes” regarding the defined contribution (DC) pension. The Guidelines reflect the amendments to the DC pension related Orders that have been finalized by the Ministry of Health, Labour and Welfare (MHLW), namely, the “Order for Enforcement of the Defined Contribution Pension Act (the Order of the MHLW No.175, 2001),” the “Defined Contribution Pension Plan System – MHLW Director General Notification No. 213, 2001” (provisional English title), and the “Order on Defined Contribution Pension Plan Operational Management Institution (the Order of the Cabinet and the MHLW No.6, 2001).” The last of the aforementioned Orders is subject to the joint control of the MHLW and the FSA.
The Guidelines will be enforced in tandem with the MHLW’s DC pension related Orders on July 1, 2019.

July 27, 2018 Information sharing on cases regarding unauthorized use of bank accounts open new window

The FSA and local finance bureaus provide information regarding unauthorized use of bank accounts to relevant financial institutions and law enforcement authorities after obtaining consents from informants. The FSA has published statistics that include the number of information sharing on cases regarding unauthorized use of deposit accounts until June 30, 2018 since September 2003, along with the corresponding actions taken by financial institutions.

The Kanto Local Finance Bureau took an administrative action against JC Securities Co., Ltd., ordering the revocation of the entity’s registration pursuant to the “Financial Instruments and Exchange Act.” This administrative action is based on the findings from the FSA’s off-site inspections.

July 27, 2018 Symposium on the “150th Anniversary of the Meiji Restoration” open new window
< Summary>
The year 2018 marks the 150th Anniversary of the Meiji Restoration (the first year of the Meiji era, 1868). In the Meiji era, Japan took its first steps toward becoming a modern nation, establishing its foundation as a nation by promoting national modernization. In recent years, Japan has been facing a turbulent era with its declining population and growing uncertainties in the world economy, which somewhat overlaps with the Meiji era and the way Japan at that time faced challenges in achieving modernization. Reflecting on the Meiji era in this time is meaningful and would be helpful for ensuring the holistic development of the nation in a turbulent era. Based on this perspective, ministries, agencies, local governments, and private organizations are each expected to address the various issues of this turbulent era by means of concrete policies.
As part of such efforts, on September 6, 2018, the FSA will hold a symposium on the “150th Anniversary of the Meiji Restoration” under the theme of the roles played by the financial system in the Meiji era.
