In response to the cessation of LIBOR (London Interbank Offered Rate), the FSA published the amendments to the "FAQ on Capital Adequacy Regulation" and the "FAQ on TLAC (Total Loss-Absorbing Capacity) Framework." The amendments mainly pertain to the introduction of transitional measures regarding certain eligibility criteria for regulatory capital, in which AT1 and Tier2 fall under the category of "subordinated debts" issued by internationally active banks, and to the clarification of the eligibility requirements for TLAC bonds issued by G-SIBs (Global Systemically Important Banks).
