July 15, 2025 The FSA published a draft partial amendment to the Comprehensive Guidelines for Supervision of Financial Instruments Business Operators, etc. In consideration of frequently occurring damage in internet transaction services due to unauthorized access and unauthorized transactions (transactions by third parties) using customer information (login IDs and passwords, etc.) that perpetrators stole through fake websites (phishing websites) disguised as existing official websites of securities companies, the amendments are mainly intended to strengthen authentication methods in internet transactions and fraud prevention measures.

July 15, 2025 The FSA published a list of listed companies that have submitted annual securities reports prior to ordinary general shareholders' meetings (as of the end of June 2025). The list introduces listed companies that have published in their earnings summary their intention to submit annual securities reports by at least two weeks prior to the date of their ordinary general shareholders' meeting (updated monthly).

July 18, 2025 Publication of a statistical report on business revitalization, etc. utilizing the "Guidelines for Business Revitalization, etc. of Small- and Medium-sized Enterprises": The FSA has been encouraging financial institutions to actively utilize the "Guidelines for Business Revitalization, etc. of Small- and Medium-sized Enterprises" in providing financial support, etc. to their clients. From the perspective of further encouraging the utilization of the Guidelines, the FSA published a statistical report on the utilization of the Guidelines by financial institutions. The statistical report reflects the utilization status during the period from April 1, 2024, to April 30, 2025. (The report and the Guidelines are available only in Japanese).

July 18, 2025 The first meeting of the Practice Panel on Utilization of Climate Change-related Data and Adaptation to Climate Change (provisional translation) will be held on Friday, August 1, 2025. This Panel aims to provide companies, financial institutions, and relevant ministries and agencies with climate change-related data, which are necessary for them to analyze climate-related risks and consider and implement countermeasures (reduction of risks, creation of new opportunities, etc.), in a more effective manner and to promote the utilization of those data.

July 15, 2025 The FSA published the status of the deliberations concerning the shortening of the securities transaction settlement cycle (T+1). The Study Group on T+1 was established, with the FSA, Japan Securities Dealers Association, Japan Securities Clearing Corporation, and Tokyo Stock Exchange serving as the secretariat, and deliberations were held since last autumn. The Study Group compiled and published the details of the deliberations as an interim report.
