Remarks by Minister KATAYAMA during Japan Weeks 2025
Image provided by Japanese Bankers Association
Aiming to create a virtuous cycle of capital that supports economic growth and raises household incomes, the government has been advancing initiatives to promote Japan as a leading asset management center. These have included corporate governance reform, support for steady asset building by households, the enhancement of asset management services and the improvement of the capabilities of asset owners.
[…]
The government has also been focusing efforts on communicating with domestic and overseas investors to advance these reforms in line with the needs of market participants and further improve the investment environment. Japan Weeks, a series of events that have been held since 2023 to widely promote the attractiveness of Japan’s financial and capital markets, has been expanding annually with the participation of foreign investors. This year, the week of Oct. 26 is planned as the core week.

What is Japan Weeks?
The Government of Japan is advancing its initiatives to establish Japan as an international financial center and promote Japan as a leading asset management center.
Since the first Japan Weeks was held in 2023, we have continued to showcase the attractiveness of Japan’s fiscal initiatives and financial and capital markets through a series of events that attract overseas investors and asset management firms.
In Fall 2026, we will host the fourth Japan Weeks. The core week of the event is from October 26 to October 30, accompanied by a variety of finance-focused events scheduled in the weeks before and after.

If we compare infrastructure to the human brain, power grids and transportation networks are like synapses (connections), communication infrastructure is like the nerve network (axons), logistics infrastructure is like the web of capillaries spreading throughout the body, and data centers are like the neuron cell bodies. So what, then, does AI correspond to?
If we think of the brain simply as an "organ," AI doesn't quite fit anywhere. But if we reconsider the brain as a "function" that controls the mind, will, and thought, we may begin to see AI's true nature.
In Part One, we invite academics who contribute to building Japan's social infrastructure through digital technology—true to their role as Japan's "brain"—to explore infrastructure from a scientific perspective.

October 22 10:30-12:00

As Japan seeks to build an “investment-driven economy,” listed companies are increasingly called upon to take ownership of their governance practices. In light of the latest revision of the Code, it is essential for companies to advance substantive governance reform, including by providing more meaningful explanations under the “comply or explain” framework that reflect their business characteristics and operating environments.
Through presentations by senior corporate executives and a panel discussion with a senior official from Japan’s Financial Services Agency of Japan who was responsible for the latest revision of the Code, this seminar will help companies deepen their understanding not only of the Code’s individual principles, but also of its underlying policy objectives as a soft-law framework and the aims of its latest revision.

Drawing on Japan’s experience, the discussion will provide a practical exchange on how thematic bond markets are developed and the respective roles of issuers, structuring agents and underwriters, investors, external reviewers, development finance and public institutions, and standard setters. A particular focus will be placed on how Japan enabled sub-scale local governments to access the thematic bond market through mechanisms such as joint issuance, intermediation by the Japan Finance Organization for Municipalities (JFM), standardised frameworks and shared external review, and what lessons from this model may be relevant to South and Southeast Asia. The roundtable will also examine the evolution of Japan’s subnational GSS+ bonds market, including aggregation and intermediation models, the role of public-sector enablers, and the domestic investor base, drawing comparisons with emerging pooled finance and intermediary structures in markets such as India and Indonesia.
