June 24, 2016:	Publication of draft amendments to the “Cabinet Office Ordinance on Disclosure of Corporate Affairs” «Summary» The FSA proposed draft amendments to the “Cabinet Office Ordinance on Disclosure of Corporate Affairs.” The proposal provides an exemption of reporting “notable matters for third-party allocation of securities” at the filing of securities registration statement when such third-party allocation is transacted as equity-based compensation for directors and officers.
June 22, 2016:	Publication of the finalized amendments to regulatory notice regarding the method of funding the policy reserve and the coefficients for calculating the amount of the policy reserve for long-term insurance contracts «Summary» The FSA finalized the amendments to the regulatory notice (Ministry of Finance Regulatory Notice No. 48/1996) which stipulates the method of funding the policy reserve and the level of coefficients for calculating the amount of the policy reserve regarding long-term insurance contracts pursuant to the “Insurance Business Act.” The regulatory notice was enforced on 22 June 2016.
June 22, 2016:	Publication of draft amendments to the “Comprehensive Guidelines for Supervision of Major Banks, etc.” «Summary» The FSA proposed draft amendments to the “Comprehensive Guidelines for Supervision of Major Banks, etc.” from the perspective of clarifying supervisory viewpoints, etc. on the management system of contracts, governed by foreign laws, pertaining to OTC derivatives transactions, etc., to ensure smooth implementation of orderly resolution, etc.

Overview of modification of lending conditions by financial institutions «Summary» The FSA published an overview of modifications to lending conditions made by financial institutions since the date of enforcement of the “SME Financing Facilitation Act”, December 4, 2009, to March 31, 2016. The FSA publishes the overview semiannually.

June 20, 2016:

Publication of a statistical report on financing by financial institutions for enterprises utilizing the “Guidelines for Personal Guarantee Provided by Business Owners” «Summary» The FSA published a statistical report on financing by financial institutions for enterprises utilizing the “Guidelines for Personal Guarantee Provided by Business Owners,” based on the data collected from October 2015 through the end of March 2016.

June 24, 2016:

Publication of the “FAQs on Solicitation and Sales of Japanese Government Bonds for Individual Investors” «Summary» The FSA published the “FAQs on Solicitation and Sales of Japanese Government Bonds for Individual Investors” which aims to contribute to financial institutions’ appropriate and smooth management in fulfilling explanation duties required at solicitation and sales of Japanese Government Bonds for individual investors.

June 24, 2016:

Updated lists of entities that are operating financial instruments businesses without proper registration (Kanto Local Finance Bureau) «Summary» The FSA and the Kanto Local Finance Bureau issued warnings to entities that are operating financial instruments businesses without proper registration. (cf. updated lists of Japan-based entities).

Insurance

June 24, 2016:	Field tests for all insurance companies to review the valuation and supervisory methods based on economic value-based solvency regime «Summary» The FSA is to conduct field tests for all insurance companies to review the valuation and supervisory methods based on economic value-based solvency regime. The FSA aims to publish the results of field tests in March 2017.
