November 30, 2018 Publication of the finalized amendments to the “Cabinet Office Order on the Audit Certification of Financial Statements” open new window
< Summary>
The FSA finalized the amendments to the “Cabinet Office Order on the Audit Certification of Financial Statements.” The Cabinet Office Order reflects the amendments to the audit standards which introduce key audit matters to auditor’s reports in response to the request by the Business Accounting Council to improve the transparency in the process of audits. The amended Cabinet Office Order was enforced on November 30, 2018.
November 30, 2018 Publication of the “Order to Amend the Ordinance for Enforcement of the Act on Prevention of Transfer of Criminal Proceeds” open new window
< Summary>
The National Police Agency (NPA), the FSA and other competent administrative agencies have published the “Order to Amend the Ordinance for Enforcement of the Act on Prevention of Transfer of Criminal Proceeds” (the NPA has the main jurisdiction over the Order). The Order mainly provides the following updates:
(1) To add methods of verification of customer identification data of natural persons that are to be completed online
(2) To amend methods of verification of customer identification data of natural persons by using postal mail that are conducted on a non-face-to-face transaction basis
(3) To add methods of verification of customer identification data of corporations
(4) To include conclusion of trust contract conducted for the purpose of segregated management of customer funds based on the provisions of applicable laws and regulations into transactions that apply simplified customer due diligence.
The aforementioned updates from (1) to (3) were enforced on November 30, 2018, while (4) will be enforced on April 1, 2020.

The column mainly shares informative quotes from a series of interviews with an experienced individual investor, where the interviews were conducted from a novice investor’s perspective by young officials who have been with the FSA one to three years.

The FSA updated its subpage which provides one-stop access to the information of 2018 campaign for multiple-debt problem consultation which is currently being held as an annual campaign from September 1 through December 31, 2018 based on the “Program to Remedy the Multiple-Debt Problem” decided in 2007 by the headquarters for the multiple-debt problems in the Cabinet Office. Among various approaches and efforts taken by the FSA and relevant parties during the campaign, the subpage particularly highlights the schedule-information on temporary consultation sessions held (and to be held) during the campaign by professionals respectively from bar associations, shiho-shoshi lawyer’s associations, local finance bureaus, and prefectures, as well as information on permanent points of contact for consultations.
