Publication of the draft amendment to the “Cabinet Order to Amend the Order for Enforcement of the Postal Service Privatization Act”  < Summary> The FSA and the Ministry of Internal Affairs and Communications jointly proposed the draft amendment to the “Cabinet Order to Amend the Order for Enforcement of the Postal Service Privatization Act.” The proposal mainly pertains to savings caps for ordinary savings and fixed-term deposit accounts at Japan Post Bank, based on the recommendation made by the Postal Service Privatization Committee to set savings caps for ordinary savings and fixed-term deposit accounts respectively.

Publication of the draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators”  < Summary> The FSA proposed the draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators.” The proposal pertains to the commencement of margin trading which is currently banned on Proprietary Trading Systems (PTSs), aiming at the following: (1) that the ban on margin trading on PTSs is lifted (2) that a financial instruments business operator that operates/manages PTSs should take preventive measures for conflicts of interest (3) that a financial instruments business operator that operates/manages PTSs should take measures that are equivalent to the self-regulatory functions of stock exchanges
