The FSA proposed the draft amendments to the “Comprehensive Guidelines for Supervision of Small- and Medium-Sized and Regional Financial Institutions.” The proposal aims to amend the FSA’s (prudential) monitoring framework for regional financial institutions from the perspective of encouraging regional financial institutions to improve their businesses as early as possible, so that they can ensure their financial soundness in the future, thereby fully attaining financial intermediation.

The FSA finalized the amendment to the regulatory notice designating transactions and lending/borrowing to be excluded from the transactions subject to the regulations on “Financial Instruments Obligation Assumption Business” based on the “Order for Enforcement of the Financial Instrument and Exchange Act.” The amendment additionally designates certain transactions pertaining to the buying/selling and lending/borrowing of securities that are cleared by clearing organizations in the French Republic as transactions to be excluded from the transactions subject to the regulations on “Financial Instruments Obligation Assumption Business.” The amended regulatory notice was enforced on April 3, 2019.

The FSA newly added a subpage to its website to provide one-stop access to the information on voluntary application for a financial self-control system to prevent a person with wasteful habits and/or gambling addictions from repetitive borrowing/spending in personal finance. The system is aimed at preventing a person with wasteful habits and/or gambling addictions from repetitive borrowing/spending which may be detrimental to the household finance of the person him-/herself and/or the person’s family, whereby the person voluntarily signs up for the system to be controlled in terms of borrowing/spending.
The subpage mainly shares the links to the responsible associations for the details on voluntary application for the financial self-control system, as well as points of contact for gambling addictions-related consultation, in the anticipation that the system will become widely known and utilized by the people with wasteful habits and/or gambling addictions.
