Publication of the draft amendments to the “Comprehensive Guidelines for Supervision of Major Banks, etc.”  < Summary> The FSA proposed the draft amendments to the “Comprehensive Guidelines for Supervision of Major Banks, etc.” regarding settlement agents for electronic settlement systems of banks, etc., such as AISP (account information service provider) and PISP (payment initiation service provider). The proposal aims to clarify the FSA’s perspectives of post-registration monitoring of registered settlement agents for electronic settlement systems of banks, etc.

Publication of the draft amendment to the regulatory notice designating transactions and lending/borrowing to be excluded from the transactions subject to the regulations on “Financial Instruments Obligation Assumption Business”  < Summary> The FSA proposed the draft amendment to the regulatory notice designating transactions and lending/borrowing to be excluded from the transactions subject to the regulations on “Financial Instruments Obligation Assumption Business” based on the “Order for Enforcement of the Financial Instrument and Exchange Act.” The proposal aims to extend the applicable period (date of expiration) of the current regulatory notice from June 30 to December 31, 2019.

Establishment of the “Specialized Study Group on Japanese Market Structure” under the Financial System Council and publication of the agenda and handouts of its first meeting  < Summary> The FSA established the “Specialized Study Group on Japanese Market Structure” under the Financial System Council to deepen discussions on Japanese market structure continuously and professionally by collectively gathering ideas/suggestions from experts across relevant sectors. The Specialized Study Group consists of academic experts, economic organizations, and analysts across relevant sectors as main members who are well versed in the respective market structures, with the participation of observers from relevant ministries/agencies and financial instruments exchanges. The FSA serves as the secretariat of the Specialized Study Group. In this context, the FSA held the first meeting of the Specialized Study Group on May 17, 2019 and published the agenda and handouts.

Administrative action against A1 SSI CO.,LTD. (The Kinki Local Finance Bureau)   < Summary> The Kinki Local Finance Bureau took an administrative action against A1 SSI CO.,LTD., ordering the improvement of its business operations to ensure the entity’s sound and appropriate business conduct pursuant to the “Insurance Business Act.” This administrative action is based on the findings mainly from on-site and off-site inspections as well as the post-inspection report which was submitted by the entity pursuant to the Act, in which the entity’s business management structure and compliance system were found to have material issues to be resolved.

Activities of the FSA’s Counseling Office for Financial Services Users between January 1 and March 31, 2019  < Summary> The FSA’s Counseling Office for Financial Services Users offers a counseling service to respond to inquiries and comments from financial services users. Between January 1 and March 31, 2019, the counseling office received 8,633 inquiries and comments, a slight decrease from 9,431 cases in the previous quarter (between October 1 and December 31, 2018).
