October 26, 2021 Publication of the finalized "Cabinet Office Order to Amend the Cabinet Office Order on Transactions under Article 161-2 of the Financial Instruments and Exchange Act and Deposits Related Thereto"
<Summary>
The FSA finalized the "Cabinet Office Order to Amend the Cabinet Office Order on Transactions under Article 161-2 of the Financial Instruments and Exchange Act and Deposits Related Thereto." The amendments expressly set out in the rules of financial instruments firms associations certified by the FSA the current price and applicable rate regarding "substitute securities" in terms of margin transactions of foreign listed stocks and others. The amendments were enforced on October 26, 2021.

October 26, 2021 Publication of the draft regulatory notice designating the rules of Financial Instruments Firms Associations certified by the FSA, in accordance with Article 6, Paragraph (1), Item (iv) of the "Cabinet Office Order to Amend the Cabinet Office Order on Transactions under Article 161-2 of the Financial Instruments and Exchange Act and Deposits Related Thereto"
<Summary>
The FSA proposed the draft regulatory notice designating the rules of Financial Instruments Firms Associations certified by the FSA in accordance with Article 6, Paragraph (1), Item (iv) of the "Cabinet Office Order to Amend the Cabinet Office Order on Transactions under Article 161-2 of the Financial Instruments and Exchange Act and Deposits Related Thereto."
The proposal mainly intends to designate the rules of financial instruments firms associations certified by the FSA in response to the enforcement of the said Cabinet Office Order, by which the current price and applicable rate regarding "substitute securities" in terms of margin transactions of foreign listed stocks and others have been expressly set out in the rules of the said associations.

<Summary>
The FSA issued a warning against fraudulent e-mail messages spoofing the FSA's e-mail address. This warning calls attention to refrain from opening suspicious or unexpected e-mail messages, even if they appear to be sent from officials of the FSA. In particular, the warning urges people not to open e-mail attachments or links in the body of e-mail messages, because of the potential risk of infection by computer viruses.

October 27, 2021 Recommended browsers for access to the "FSA Electronic Application and Notification System"
<Summary>
The FSA issued a statement requesting the relevant financial associations to ensure that their member financial institutions use the recommended browsers for access to the "FSA Electronic Application and Notification System," which has been in operation since June 2021.*
Recommended browsers to access the FSA's e-application and notification system are as follows:
  • Google Chrome
  • Mozilla Firefox
  • Microsoft Edge
Note: No Internet Explorer (IE) users will be able to access the "FSA Electronic Application and Notification System" in the future due to the end of support for IE-related products.
*The (non-contact) online system was introduced in line with the FSA's promotion of online administrative procedures to improve operational efficiency against the backdrop of the impact of COVID-19.
