July 31, 2014: Number of cases of information provided regarding unauthorized use of bank accountsopen new window

The FSA provides information regarding unauthorized use of bank accounts to relevant financial institutions and law enforcement authorities. The FSA and local finance bureaus provided information in 303 cases in total between April 1 and June 30, 2014. The total number of cases has reached 41,626 since September 2003.
July 31, 2014: Publication of draft regulatory notices on the liquidity coverage ratio for internationally active banks based on Basel IIIopen new window

The FSA proposed draft regulatory notices on the Liquidity Coverage Ratio (LCR) for internationally active banks. The notices are to be implemented on March 31, 2015, and they will stipulate the calculation of the LCR based on Basel III. The FSA will finalize the notices after a one-month public consultation.
July 31, 2014: Figures regarding suspended repayments following the Great East Japan Earthquake (as of April 30, 2014)open new window

The FSA published the number of debtors and the amount of debts of which the contractual repayment has been suspended following the Great East Japan Earthquake, based on hearings with financial institutions in the three prefectures most heavily affected by the earthquake (Iwate, Miyagi, and Fukushima).

The FSA published a renewed reference casebook on financial inspection. Since 2005, the FSA has been annually collecting and publishing the favorable cases regarding financial inspection in order to provide a reference for financial institutions to establish an appropriate management system. This approach is aimed to improve the transparency and predictability of the financial administration.

The FSA authorized the Financial Futures Association of Japan as a personal information protection organization pertaining to the "Act on the Protection of Personal Information." A personal information protection organization authorized by the competent minister, who has jurisdiction over the business conducted by the target entities of the authorized personal information protection organization, processes complaints for and provides information to business operators handling personal information.

The FSA’s Counseling Office for Financial Services Users offers counseling service to inquiries and comments from financial services users. From May 23, 2014, the counseling office expanded its operation to provide ex-ante counseling services for financial services users for their precaution. In the second quarter of 2014 (between April 1 and June 30, 2014), the counseling office received 10,121 inquiries and comments, close to the 9,878 cases in the first quarter of 2014 (between January 1 and March 31, 2014). Among them, 381 cases were received through newly introduced ex-ante consulting services.

Based on the Japanese Government's business continuity plan (BCP) in case of an intense earthquake directly hitting the Tokyo metropolitan area (March 2014), the FSA published a revision to its "FSA's BCP for severe earthquakes." Also, based on the revision to the BCP guideline for the central government ministries and agencies in case of the outbreak of pandemic flu and new infectious diseases (March 2014), the FSA published a revision to its "FSA's BCP for pandemic flu."
