The FSA proposed the draft amendments to the Comprehensive Guidelines for Supervision of Major Banks, etc. regarding Basel III Countercyclical Capital Buffer rules. The amendments aim to clarify operation of the Countercyclical Capital Buffer, including the FSA and BOJ’s coordination.

The FSA finalized the amendments to the “Cabinet Office Ordinance on Disclosure of Corporate Affairs” based on the proposal presented in the Report by the “Working Group on Corporate Disclosure” of the Financial System Council, which was published in April 2016. The amendments include adding “business policies/strategies” to annual securities reports as a new disclosure item.

The FSA published a summary of the survey on insurance solicitors’ status of compliance with the updated rules of the “Insurance Business Act,” mainly regarding the insurance solicitors’ obligations of providing adequate information to customers and accommodating intentions of customers, subsequent to the enforcement of the said Act on May 29, 2016. The survey was conducted with 100 insurance agents by the FSA and Local Finance Bureaus from October through December 2016.
