February 28, 2025 | Publication of an ex-post valuation report based on regulatory impact analysis (RIA) in regard to the appropriateness of measures relating to restrictions on the rights of adult wards. <Summary> The FSA published an ![]() ![]() * RIA is a methodology aimed at improving the objectivity and transparency of regulations by objectively analyzing the impact of the introduction or revision of regulations in respect of the expected implementation costs and effects, etc., and by disclosing the results. March 5, 2025 | New web portal for information on the cash flow-based lending system (Enterprise Value Charge) <Summary> The FSA launched a new web portal* on information for the cash flow-based lending system (Enterprise Value Charge), in response to the enactment of the "Act on the Promotion of Cash Flow-Based Lending" in June 2024 (scheduled to be enforced sometime in the spring of 2026), which pertains to the establishment of "Enterprise Value Charge" as one of the measures to encourage financial institutions to take initiatives in cash flow-based lending. The Enterprise Value Charge is aimed at encouraging lending based on an accurate understanding of the businesses’ actual conditions and future cash flow instead of easily depending on tangible asset collateral, such as real estate, or on personal guarantees. Information on the cash flow-based lending system (Enterprise Value Charge) will be updated on the web portal as needed in preparation for the enforcement of the said Act. March 5, 2025 | Announcement pertaining to FY2024 commendations for contribution to the dissemination and advancement of financial literacy in Japan <Summary> The FSA and the BOJ (Bank of Japan) announced that they have decided to commend 13 individuals and two organizations for their contribution to the dissemination and advancement of financial literacy among the public in Japan as of FY 2024. In light of further promoting activities to advance the nation's literacy on finance and its underlying economy, yearly commendations are given to individuals and organizations* that have adopted good practices in contributing to the dissemination and advancement of financial literacy among the public in Japan. The applicable local authorities in the respective prefectures will notify the persons or organizations to be awarded (hereinafter referred to as "the awardees") to that effect, thereby commending the awardees with the certificates of commendation co-signed by the Minister of State for Financial Services and the Governor of the BOJ in due course. * ![]() ![]() The original press release is available in Japanese. ![]() |

February 28, 2025 | Publication of the main issues raised by the FSA at opinion exchange meetings with relevant associations in the financial sector <Summary> The FSA has published the main issues raised by the FSA at opinion exchange meetings* held in January 2025 with relevant associations in the financial sector. (Available only in Japanese). Common topics across the groups were: - FY 2025 request for tax revisions published by the FSA - "Statistics of NISA Accounts" as of September 30, 2024 - Japan Fintech Week 2025 - "Issues and Practices for Dialogue on Validation of Effectiveness of AML/CFT (Anti-money Laundering and Combating the Financing of Terrorism) Frameworks" (published by the FSA) - "The Relevance of Transition Plans for Financial Stability" (published by the FSB [Financial Stability Board]), and - Japan Climate Transition Bonds (JCTBs) - Working Group on Improving Internal Audits of Financial Institutions - Cybersecurity - Anti-phishing measures, and * To enhance the transparency of its administration and to share its awareness of issues in the financial sector in a timely manner, every month the FSA publishes the main issues raised by the FSA at opinion exchange meetings with the relevant associations** in the financial sector. Opinion exchange meetings are held with the respective associations on a regular basis. ** In January 2025, opinion exchange meetings were held respectively with the following six groups: major banks, etc.; the Second Association of Regional Banks; the National Association of Shinkin Banks; Trust Companies Association of Japan; the Japan Securities Dealers Association (JSDA); and the Investment Trusts Association, Japan.
