December 2, 2016:

Publication of the updated “Order on Banks’ Shareholdings Purchase Corporation” «Summary» The FSA published the updated “Order on Banks’ Shareholdings Purchase Corporation.” The updates pertain to the terms of preferred shares that are subject to the purchase of the Banks’ Shareholdings Purchase Corporation, following the enforcement of the “Act for Partial Revision of the Act on Special Measures for Strengthening Financial Functions, etc. (provisional translation).” The Order was enforced on December 2, 2016.

November 30, 2016:

Figures regarding suspended repayments following the Great East Japan Earthquake (as of September 30, 2016) «Summary» The FSA published the number of debtors and the amount of debts for which contractual repayment has been suspended following the Great East Japan Earthquake, based on hearings with financial institutions in the three prefectures most heavily affected by the earthquake (Iwate, Miyagi, and Fukushima).

December 2, 2016:	Administrative action against SQI Japan Co., Ltd. and CELL Co., Ltd. (Kanto Local Finance Bureau) «Summary» The Kanto Local Finance Bureau took administrative actions against SQI Japan Co., Ltd. and CELL Co., Ltd. (for making false statements to their customers in the course of the conclusion of financial instrument transaction contracts and their solicitation), ordering the suspension of their businesses (: solicitation and conclusion of new investment advisory contracts) from December 2, 2016 to January 1, 2017, and the improvement of their business operations, pursuant to the “Financial Instruments and Exchange Act.” These administrative actions are based on recommendations from the Securities and Exchange Surveillance Commission (SESC) as the results of their on-site inspection.
November 29, 2016:	Administrative penalty charges against three individuals for committing insider trading regarding stocks of ALBERT Inc. (1) (2) (3) «Summary» On November 28, 2016, the FSA issued orders to impose administrative penalty charges against three individuals for committing insider trading of stocks of ALBERT Inc., by using information received from an officer of the entity.
November 29, 2016:	Administrative penalty charges against two individuals for committing insider trading regarding stocks of Nihon Seimitsu Co., Ltd. by using insider information received (1) (2) «Summary» On November 28, 2016, the FSA issued orders to impose an administrative penalty charges against two individuals for committing insider trading of stocks of Nihon Seimitsu Co., Ltd. by using information received from a contractor of Nihon Seimitsu Co., Ltd.
November 29, 2016:	Administrative penalty charge against a contractor of Nihon Seimitsu Co., Ltd. for committing insider trading and communicating insider information regarding stocks of Nihon Seimitsu Co., Ltd. «Summary» On November 28, 2016, the FSA issued an order to impose an administrative penalty charge against a contractor of Nihon Seimitsu Co., Ltd. for committing insider trading and communicating insider information regarding stocks of Nihon Seimitsu Co., Ltd. to two individuals who used the information and committed insider trading.
November 29, 2016:	Administrative penalty charge against modulat.inc for making false statements in its securities reports «Summary» On November 28, 2016, the FSA issued an order to impose an administrative penalty charge against modulat.inc for making false statements in its securities reports.
November 29, 2016:	Administrative penalty charge against an entity for committing insider trading regarding stocks of TOKYO KOHTETSU CO., Ltd. by using insider information received «Summary» On November 28, 2016, the FSA issued an order to impose an administrative penalty charge against an entity for committing insider trading of stocks of TOKYO KOHTETSU CO., Ltd. by using information received from an officer of a contractor which was in negotiation with a tender offeror of TOKYO KOHTETSU CO., Ltd.

December 2, 2016:	Publication of the updated “Order for Enforcement of the Insurance Business Act” «Summary» The FSA published the updated “Order for Enforcement of the Insurance Business Act” pertaining to the enforcement of the “Act for Partial Revision of the Act on Special Measures for Strengthening Financial Functions, etc. (provisional translation).” The Order was enforced on December 2, 2016.

November 30, 2016:	Publication of the statement by the “Council of Experts Concerning the Follow-up of Japan’s Stewardship Code and Japan’s Corporate Governance Code” «Summary» The “Council of Experts Concerning the Follow-up of Japan’s Stewardship Code and Japan’s Corporate Governance Code” published the opinion statement No.3: “Effective Stewardship Activities of Institutional Investors.” English version of the statement will be available in due course.
November 29, 2016:	Financial measures to deal with the outbreak of highly pathogenic avian flu (HPAI) in Niigata Prefecture and Aomori Prefecture (Kanto Local Finance Bureau, and Tohoku Local Finance Bureau) «Summary» Kanto Local Finance Bureau and Tohoku Local Finance Bureau respectively issued statement “Financial Measures in Response to the Report of the Subspecies of Highly Pathogenic Avian Influenza (HPAI)” to relevant financial institutions in Niigata Prefecture and Aomori Prefecture. The statements request financial institutions to cooperate with prefectural authorities and appropriately deal with HPAI-affected parties (poultry farms, processors, and trade) considering their circumstances, such as by attentively responding to the needs of business management consultation and new loans or change of loan terms.
