The FSA published the agenda and handouts of the sixth meeting of the Working Group on Payments and Transaction Banking of the Financial System Council, which was held on December 2, 2015.

Banks

December 4, 2015: Designation of G-SIBs and D-SIBsopen new window
«Summary»
The FSA designated Global Systemically Important Banks (G-SIBs) and Domestic Systemically Important Banks (D-SIBs) based on international agreements pursuant to the Basel III capital buffer rules. The capital buffer rules will be phased in from March 31, 2016 through 2019.
G-SIBs and D-SIBs are subject to additional capital requirements (a higher loss absorbency capital requirement) depending on the degree of their systemic importance.
Specifically, the FSA designated the followings as G-SIBs.
  • Mitsubishi UFJ Financial Group, Inc. (1.5%)
  • Mizuho Financial Group, Inc. (1.0%)
  • Sumitomo Mitsui Financial Group (1.0%)
Also, the FSA designated these three entities (G-SIBs) and the following four entities as D-SIBs.
  • Sumitomo Mitsui Trust Holdings, Inc. (0.5%)
  • The Norinchukin Bank (0.5%)
  • Daiwa Securities Group Inc. (0.5%)
  • Nomura Holdings, Inc. (0.5%)
  • (Note)The numbers in parentheses are additional capital requirements for G-SIBs and D-SIBs.

November 30, 2015: Figures regarding suspended repayments following the Great East Japan Earthquake (as of August 31, 2015)open new window

The FSA published the number of debtors and the amount of debts for which contractual repayment has been suspended following the Great East Japan Earthquake, based on hearings with financial institutions in the three prefectures most heavily affected by the earthquake (Iwate, Miyagi, and Fukushima).
