April 28, 2016:

Publication of draft amendments to the “Cabinet Office Ordinance on Financial Instruments Business” «Summary» The FSA proposed draft amendments to the “Cabinet Office Ordinance on Financial Instruments Business.” The proposal is to allow the following: Credit card settlement in equity crowdfunding transactions when certain requirements are fulfilled. Omission of issuing “documents for delivery upon conclusion of contract” for discretionary investment account transactions when the client’s prior agreement is obtained.

April 27, 2016:

Publication of draft amendments to regulatory notice regarding the method of funding the policy reserve and the coefficients for calculating the amount of the policy reserve for long-term insurance contracts «Summary» The FSA proposed draft amendments to the regulatory notice (Ministry of Finance Regulatory Notice No. 48/1996) which stipulates the method of funding the policy reserve and the level of coefficients for calculating the amount of the policy reserve regarding long-term insurance contracts pursuant to the “Insurance Business Act.”

Outline of the “Report on the measures for the resolution of failed financial institutions” delivered by the Minister of State for Financial Services, Taro Aso, in the Committee on Financial Affairs of the House of Councillors «Summary» The Minister of State for Financial Services, Taro Aso, delivered an outline of the “Report on the Measures for the resolution of failed financial institutions” in the Committee on Financial Affairs of the House of Councillors. The report, addressing the period extending from April 1, 2015 to September 30, 2015, was submitted to the Diet on December 11, 2015, pursuant to the “Act on Emergency Measures for the Revitalization of the Financial Functions.”

April 28, 2016:	Updated lists of entities that are operating financial instruments businesses without proper registration (Kanto Local Finance Bureau) «Summary» The FSA and the Kanto Local Finance Bureau issued warnings to entities that are operating financial instruments businesses without proper registration. (cf. updated lists of Japan-based entities).

April 28, 2016:	Activities of the FSA’s Counseling Office for Financial Services Users between January 1 and March 31, 2016 «Summary» The FSA’s Counseling Office for Financial Services Users is offering a counseling service in response to inquiries and comments from financial services users. Between January 1 and March 31, 2016, the counseling office received 9,122 inquiries and comments, a slight increase from 8,630 cases in the previous quarter (between October 1 and December 31, 2015). Among them, 281 cases were received through the ex-ante consulting services.
April 27, 2016:	Publication of the minutes and handouts of the third meeting of the “Working Group on Banks’ Financial Intermediation for the Regional Economy” «Summary» The FSA published the minutes and handouts of the third meeting of the “Working Group on Banks’ Financial Intermediation for the Regional Economy” held on April 4, 2016.
