April 13, 2018	Publication of a cabinet office order to amend the “Regulation on Terminology, Forms and Preparation Methods of Consolidated Financial Statements”  < Summary> The FSA proposed a cabinet office order to amend the “Regulation on Terminology, Forms and Preparation Methods of Consolidated Financial Statements,” following the ASBJ’s publication of an accounting standard for revenue recognition (ASBJ Statement No.29) and its implementation guidance (ASBJ Guidance No.30).

April 13, 2018	Administrative action against BMEX Corporation (The Kyushu Local Finance Bureau)  < Summary> The Kyushu Local Finance Bureau took an administrative action against BMEX Corporation, ordering the suspension of its business from April 13 to June 12, 2018 and the improvement of its business operations pursuant to the “Payment Services Act.” This administrative action is based on the findings from the FSA’s on-site inspection, in which the said entity was found to be in violation of the “Payment Services Act,” mainly in terms of user protection.
April 11, 2018	Publication of a report titled “Regional Finance-Related Issues and Future Directions to Create the Optimal Competition of Regional Corporations”  (provisional English title) besides the minutes and handouts of the 11th  and 12th  meetings of the “Working Group on Improving Banks’ Financial Intermediary Services to the Regional Corporations and Economy” < Summary> Besides the minutes and handouts of the 11th and 12th meetings of the “Working Group on Improving Banks’ Financial Intermediary Services to the Regional Corporations and Economy” respectively held on January 26 and March 14, 2018, the FSA published a report titled　“Regional Finance-Related Issues and Future Directions to Create the Optimal Competition of Regional Corporations” (provisional English title).

(The Tokai Local Finance Bureau)  < Summary> The Tokai Local Finance Bureau took an administrative action against Blue Dream Japan Co., Ltd., ordering the suspension of its business from April 11 to June 10, 2018 and the improvement of its business operations pursuant to the “Payment Services Act.” This administrative action is based on the findings from the FSA’s on-site inspection, in which the said entity was found to be in violation of the “Payment Services Act,” mainly in terms of user protection.

The warnings include the updated list of entities that misrepresent their registration using fictitious or stolen registration numbers.
