< Summary>
The FSA finalized the amendments to the “Order for Enforcement of the Banking Act,” based on the outline of the FSA’s directions in terms of reviewing financial regulations in response to evolving financial environment which was published on May 9, 2018. The amendments provide an extension to holidays and weekends of specified bank agents and business offices of banks and bank agents. (It also mitigates the rules pertaining to operational procedures taken by business offices of banks and bank agents). The Order was enforced on August 16, 2018.

The FSA published a report titled “Current Status of Anti-Money Laundering and Combating the Financing of Terrorism for the Financial Services Industry in Japan” (provisional English title), aiming to encourage the financial services industry in Japan to further improve effective programs on anti-money laundering and combating the financing of terrorism (AML/CFT) for the respective sectors. The report outlines the AML/CFT measures taken by the FSA ever since the publication of the “Guidelines for Anti-Money Laundering and Combating the Financing of Terrorism” in February 2018, as well as some good/bad practices noted in the respective sectors that are under the jurisdiction of the FSA.

The FSA’s Counseling Office for Financial Services Users offers a counseling service to respond to inquiries and comments from financial services users. Between April 1 and June 30, 2018, the counseling office received 9,430 inquiries and comments, down 2,086 cases from 11,516 cases in the previous quarter (between January 1 and March 31, 2018).
