The FSA and the Ministry of Internal Affairs and Communications jointly finalized the amendment to the “Cabinet Order to Amend the Order for Enforcement of the Postal Service Privatization Act.” The amendment mainly pertains to savings caps for ordinary savings and fixed-term deposit accounts at Japan Post Bank, based on the recommendation made by the Postal Service Privatization Committee to set savings caps for ordinary savings and fixed-term deposit accounts respectively. The amended Order will be enforced in due course.

The FSA finalized the amendments to the regulatory notices and guidelines pertaining to Pillar 3 disclosure requirements in respect of the review of interest rate monitoring methods, following the regulatory notices and guidelines pertaining to the Pillar 3 disclosure requirements and monitoring of interest rate risks which were updated in December 2017. The amendments mainly pertains to the disclosure of interest rate risks of banks subject to domestic standards.
The amended regulatory notices and guidelines will be enforced on March 31, 2019.

The FSA announced the schedules of symposiums for effective financial intermediation in region-based relationship banking for FY 2018 (April 2018 – March 2019) to be held in February and March 2019. Local Finance Bureaus (including Okinawa General Bureau of the Cabinet Office) have been holding symposiums since FY 2005 to stay updated with expertise and know-how on practices in region-based relationship banking. Effective collaboration between regional financial institutions and the regions is the main topic of the symposiums scheduled in February and March 2019.
