July 24, 2025 The FSA published information on the Special Zones for Financial and Asset Management Businesses: Based on the Policy Plan for Promoting Japan as a Leading Asset Management Center (December 13, 2023), the FSA compiled and published the Policy Package to Achieve Special Zones for Financial and Asset Management Businesses and assigned Sapporo City, Tokyo, Osaka City, and Fukuoka City as the Special Zones (June 4, 2024). The FSA has been promoting initiatives to implement polices stated in the Policy Package in collaboration with the relevant local governments and ministries and agencies.
