The FSA published information on approval for Special Business Enhancement Plan, etc. The FSA received the submission of the Special Business Enhancement Plan and the Special Business Enhancement Guidance Plan from Miyako Shinkin Bank and the Shinkin Central Bank based on Article 16 of the Supplementary Provisions of the Act on Special Measures for Strengthening Financial Functions. February 13, 2026	The FSA published an experiment project eligible for support for the FinTech PoC Hub/Payment Innovation Project (PIP). (Details of the experiment) With regard to securities for which book-entry transfers are conducted under the Act on Book-Entry Transfer of Corporate Bonds and Shares, to verify whether the transfer of right holders can be conducted by using blockchain technologies in a lawful and appropriate manner; and to verify practical responses regarding the linkage between a transaction relating to the transfer of a right holder and payment using stablecoins. February 10, 2026	Publication of the draft Policies on Initiatives for Strengthening Cybersecurity by Cryptoasset Exchange Service Providers, etc. In order to ensure steady implementation of self-help initiatives by individual service providers and facilitate joint initiatives by the industry as a whole, and to also take certain support measures as public initiatives, the FSA decided to formulate policies for the implementation of initiatives. February 9, 2026	Publication of information on the Asset Owner/Gatekeeper and Venture Capital Meetup The "Asset Owner Principles" (in August 2024) and the "Venture Capitals: Recommendations and Hopes (VCRHs)"  (in October 2024) were formulated, and environmental development is thus progressing to facilitate investment in startups by asset owners, etc. The meetup was held amid such circumstances with the aim of deepening awareness between asset owners and venture capitals and promoting networking.
