The FSA published draft partial amendments to the Comprehensive Guidelines for Supervision for Small- and Medium-Sized and Regional Financial Institutions, etc. Based on the Regional Financial Power Enhancement Plan, which was published in December 2025, the Comprehensive Guidelines for Supervision are to be amended in relation to the promotion of initiatives for maintaining and ensuring customer services in regions and the review of the early warning system. Additionally, the Regulatory Notice Pertaining to Pillar 1 and Pillar 3 Requirements of Capital Adequacy is to be also amended for the purpose of developing a system based on the provision of the Basel Accords that enables the application of a 100% risk weight to capital contributions that satisfy certain requirements.
