October 1, 2014:

Publication of the revisions to the "Ordinance for the Enforcement of the Banking Act" «Summary» The FSA published the revisions to the "Ordinance for the Enforcement of the Banking Act" and other ordinances for the enforcement of the "Act Revising a Section of the Trade Insurance and Investment Act."

September 30, 2014:

Publication of draft amendments to the "Order for Enforcement of the Insurance Business Act" «Summary» The FSA proposed draft amendments to the "Order for Enforcement of the Insurance Business Act" and the "Ordinance for Enforcement of the Insurance Business Act." The amendments diversify the electromagnetic delivery method for investment report, and expand the business scope of insurance companies' subsidiaries.

September 26, 2014:	Publication of the agenda and handouts from the Joint meeting of the 33rd Financial System Council plenary and the 21st Sectional Committee on Financial System «Summary» The FSA published the agenda and handouts from the Joint meeting of the 33rd Financial System Council plenary and the 21st Sectional Committee on Financial System, which was held on September 26, 2014.

Banks

October 1, 2014:	Publication of revision to FAQs of "Guidelines for Personal Guarantee Provided by Business Owners" «Summary» The FSA published revision to FAQs of “Guidelines for Personal Guarantee Provided by Business Owners.” The FAQs were revised by the study group on “Guidelines for Personal Guarantee Provided by Business Owners.”
September 30, 2014:	Publication of the figures regarding suspended repayments following the Great East Japan Earthquake (as of June 30, 2014) «Summary» The FSA published the number of debtors and the amount of debts of which the contractual repayment has been suspended following the Great East Japan Earthquake. The data was collected through hearings with financial institutions in the three prefectures that were most heavily damaged by the earthquake (Iwate, Miyagi, and Fukushima).
September 30, 2014:	Publication of an overview of a report on implementation of post-merger integration plans for the Yamaguchi Bank, Ltd. and the Kitakyushu Bank, Ltd. «Summary» The FSA published an overview of a report on implementation of post-merger integration plans for the Yamaguchi Bank, Ltd. and the Kitakyushu Bank, Ltd. The report was submitted by the Yamaguchi Bank, Ltd. and the Kitakyushu Bank, Ltd. following the completion of the plans. The plans were approved by the FSA on September 16, 2011, and extended from September 2011 to March 2014 pursuant to the "Act on Special Measures concerning Industrial Revitalization and Innovation of Industrial Activities.”
September 30, 2014:	Publication of an overview of a report on implementation of post-merger integration plans for the Juroku Bank, Ltd. «Summary» The FSA published an overview of a report on implementation of post-merger integration plans for the Juroku Bank, Ltd. The report was submitted by the Juroku Bank, Ltd. following the completion of the plans. The plans were approved by the FSA on December 20, 2010, and extended from December 2010 to November 2013 pursuant to the "Act on Special Measures concerning Industrial Revitalization and Innovation of Industrial Activities.”
September 29, 2014:	Authorization of the business restructuring plan for the Tokyo Tomin Bank, Ltd. and the Yachiyo Bank, Ltd. «Summary» The FSA authorized and published the business restructuring plan for the Tokyo Tomin Bank, Ltd. and Yachiyo Bank, Ltd., which was planned based on the Industrial Competitiveness Enhancement Act.
September 29, 2014:	Approval of the establishment of Tokyo TY Financial Group, Inc., a bank holding company «Summary» The FSA approved the establishment of Tokyo TY Financial Group, Inc., a bank holding company. The Tokyo Tomin Bank Ltd. and Yachiyo Bank Ltd. became subsidiaries of Tokyo TY Financial Group, Inc.

Securities

October 3, 2014:

Administrative action against Zai Consulting Co., Ltd. (Kinki Local Finance Bureau) «Summary» Kinki Local Finance Bureau took an administrative action against Zai Consulting Co., Ltd. The administrative action orders Zai Consulting Co., Ltd. to improve its business operations. This administrative action is based on a recommendation from the Securities and Exchange Surveillance Commission (SESC) as a result of their on-site inspection. The SESC identified that Zai Cousulting's employees were working as sales representatives without appropriate registration.

September 30, 2014:

Updated list of entities who are operating financial instruments business without proper registration (Kanto Local Finance Bureau) «Summary» The FSA (Kanto Local Finance Bureau) issued warnings to entities that are operating financial instruments business without proper registration.

Insurance

September 29, 2014:	Granting of a life insurance business license to AXA Japan Holding Co., Ltd. «Summary» The FSA granted a life insurance business license to AXA Japan Holding Co., Ltd. pertaining to Article 3, paragraph (1), of the Insurance Business Act.

Publication

September 30, 2014:	Publication of the 135th issue of the FSA’s monthly journal, Access FSA «Summary» The 135th issue of the FSA’s monthly journal, Access FSA (in Japanese), is now available on the website. The journal provides the latest information about the FSA.

Others

October 1, 2014:	Government of Japan launches "International Cyber Security Campaign" «Summary» In October 2014, the government of Japan launches an "International Cyber Security Campaign". During the campaign period, the government organizes events by utilizing international collaboration with other countries, and provides information on information security measures. The campaign aims to facilitate international collaboration and raise domestic awareness of information security measures.
October 1, 2014:	Updated list of issuers of gift certificates in repayment procedures based on the "Payment Services Act" «Summary» The FSA updated the list of issuers who are repaying, have completed repaying or have announced the termination of use of prepaid payment instruments, as defined in the "Payment Services Act" (e.g. gift vouchers, gift certificates, and prepaid cards).
September 30, 2014:	Update of the measures taken in response to the Great East Japan Earthquake «Summary» The FSA updated the current status of measures taken by the FSA, local finance bureaus, and financial institutions in response to the Great East Japan Earthquake.
September 30, 2014:	Warning against unauthorized solicitation to open bank accounts «Summary» The FSA issued a warning against unauthorized solicitation to open bank accounts, especially when the solicitor mentions the payment of a reward for opening a bank account on behalf of the solicitor. Although the bank the solicitor mentions actually exists or not, please do not take the offers with such solicitation.
September 30, 2014:	Updated statistics of money lending business «Summary» The FSA updated the statistics regarding money lending business, as of August 31, 2014.
September 26, 2014:	Warning against cold callings and phishing emails asking for personal information «Summary» The FSA issued a warning against cold callings and phishing emails asking for personal information. The callers often pretend to be research institutes, and say that they were notified by the FSA about the skimming of the targeted individual's personal information. The FSA does not publish the personal information of skimming victims or provide information regarding skimming to such research institutes.
