The FSA proposed the draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators,” which aim to update items in business reports for the filing of specially permitted business for qualified institutional investors (SPBQII), and start public inspection of matters filed by the notifiers of SPBQII on the FSA’s website. These amendments are in accordance with the enforcement of the “Act for Partial Revision of the Financial Instruments and Exchange Act (enforced on March 1, 2016),” which mandates the filing of business reports by the notifiers of SPBQII, and starts public inspection of matters filed by the notifiers of SPBQII.

The FSA and local finance bureaus provide information regarding unauthorized use of bank accounts to relevant financial institutions and law enforcement authorities after obtaining consents from informants. The FSA has published statistics that include the number of information sharing on cases regarding unauthorized use of deposit accounts up till March 31, 2017 since September 2003, along with the corresponding actions taken by financial institutions.

The FSA’s Counseling Office for Financial Services Users offers a counseling service to respond to inquiries and comments from financial services users. Between January 1 and March 31, 2017, the counseling office received 8,115 inquiries and comments, a decrease from 9,268 cases in the previous quarter (between October 1 and December 31, 2016).
