April 28, 2017:

Publication of the finalized amendments to the FSA’s regulatory notice of the “Designated IFRSs” < Summary> The FSA finalized the amendments to the regulatory notice of the “Designated IFRSs” stipulated in the “Regulation for Terminology, Forms and Preparation of Consolidated Financial Statements.”

April 25, 2017:

Publication of the draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators” < Summary> The FSA proposed the draft amendments to the “Comprehensive Guidelines for Supervision of Financial Instruments Business Operators,” which aim to update items in business reports for the filing of specially permitted business for qualified institutional investors (SPBQII), and start public inspection of matters filed by the notifiers of SPBQII on the FSA’s website. These amendments are in accordance with the enforcement of the “Act for Partial Revision of the Financial Instruments and Exchange Act (enforced on March 1, 2016),” which mandates the filing of business reports by the notifiers of SPBQII, and starts public inspection of matters filed by the notifiers of SPBQII.

April 28, 2017:

Information sharing on cases regarding unauthorized use of bank accounts < Summary> The FSA and local finance bureaus provide information regarding unauthorized use of bank accounts to relevant financial institutions and law enforcement authorities after obtaining consents from informants. The FSA has published statistics that include the number of information sharing on cases regarding unauthorized use of deposit accounts up till March 31, 2017 since September 2003, along with the corresponding actions taken by financial institutions.

April 28, 2017:	An updated list of entities that are operating financial instruments businesses without proper registration (Kanto Local Finance Bureau) < Summary> The FSA and the Kanto Local Finance Bureau issued warnings to entities that are operating financial instruments businesses without proper registration. (cf. updated list of foreign-based entities).
April 28, 2017:	Publication of an updated cabinet office ordinance to amend the “Ordinance on Accountings of Investment Corporations” < Summary> The FSA updated a cabinet office ordinance to amend the “Ordinance on Accountings of Investment Corporations” in accordance with the enforcement of a ministerial ordinance to amend the “Ordinance for Enforcement of the Act on Special Measures Concerning Taxation.” The updates were enforced on April 28, 2017.
April 27, 2017:	Administrative actions against the notifiers of specially permitted business for qualified institutional investors (SPBQII) who failed to file the required notifications to the authorities < Summary> The Kanto Local Finance Bureau took administrative actions against the 31 notified business operators of specially permitted business for qualified institutional investors who failed to file the required notifications to the authorities, ordering the abolition of the business operators’ entire specially permitted business for qualified institutional investors and the improvement of their business operations pursuant to the “Financial Instruments and Exchange Act.”

April 28, 2017:	Publication of the updated “Expert Column,” a subpage of the “NISA Official Promotion Webpage,” with a new article (vol.8) contributed by an external expert < Summary> The FSA published the updated “Expert Column,” a subpage of the “NISA Official Promotion Webpage,” with a new article (vol.8) contributed by an external expert.
April 28, 2017:	Activities of the FSA’s Counseling Office for Financial Services Users between January 1 and March 31, 2017 < Summary> The FSA’s Counseling Office for Financial Services Users offers a counseling service to respond to inquiries and comments from financial services users. Between January 1 and March 31, 2017, the counseling office received 8,115 inquiries and comments, a decrease from 9,268 cases in the previous quarter (between October 1 and December 31, 2016).
April 25, 2017:	Publication of the summary of the second meeting of the “Roundtable on Risks Associated with the Settlement of Foreign Exchange Transactions” < Summary> The FSA published the summary of the second meeting of the “Roundtable on Risks Associated with the Settlement of Foreign Exchange Transactions,” which was held on March 15, 2017.
