May 13, 2026 Publication of information on the public consultation procedures on a draft partial amendment to the Guidelines for the Protection of Personal Information in the Financial Sector
The Personal Information Protection Commission and the FSA prepared the draft partial amendment to the Guidelines for the Protection of Personal Information in the Financial Sector and will seek opinions from the general public as follows. Submitted opinions will be examined and referred to in drafting amendments. Public comments will be accepted until no later than 0:00 a.m. (JST), June 12, 2026.

May 11, 2026 The FSA published a draft partial amendment to the Comprehensive Guidelines for Supervision for Financial Instruments Business Operators, etc.
Based on the FY2026 Tax Reform, the “Points to Note upon Account Opening, Solicitation, and Sale under the NISA Program (Guidelines)” (provisional translation), which was prepared by the NISA Promotion and Liaison Council for the purpose of ensuring the appropriateness of confirmation of locations of NISA users, was revised. Accordingly, the Comprehensive Guidelines are to be amended to encourage financial instruments business operators, etc. to make responses in line with the amended “Points to Note.” Public comments will be accepted until no later than 5:00 p.m. (JST), June 10, 2026.

May 14, 2026 The FSA published the fact that the FSA’s Vice Minister for International Affairs assumed the office of Vice-Chair of the Board of the International Organization of Securities Commissions (IOSCO).
At the IOSCO Board meeting held online on May 13, 2026, Mr. Miyoshi Toshiyuki, Vice Minister for International Affairs, FSA, was elected as Vice-Chair. His term of office lasts until the Annual Meeting of IOSCO in 2028 (specific schedules have yet to be decided).
As IOSCO Board Chair, Mr. Jean-Paul Servais (Chairman of the Belgian Financial Services and Markets Authority (FSMA)) was re-elected. Together with Mr. Miyoshi, Mr. Grant Vingoe (Chief Executive Officer, Ontario Securities Commission (OSC), Canada) and Mr. Mark T. Uyeda (Commissioner, US Securities and Exchange Commission (SEC)) were elected as Vice-Chairs.
Dr. Islam Azzam (Executive Chairman, Financial Regulatory Authority, Egypt) is ex-officio IOSCO Board Vice-Chair in his capacity as Chair of the IOSCO Growth and Emerging Markets Committee (GEMC).
