The FSA published the results of public consultation on the draft partial amendment to the Comprehensive Guidelines for Supervision for Financial Instruments Business Operators, etc. Based on the FY2026 Tax Reform, the "Points to Note upon Account Opening, Solicitation, and Sale under the NISA Program (Guidelines)" (provisional translation), which was prepared by the NISA Promotion and Liaison Council for the purpose of ensuring the appropriateness of confirmation of locations of NISA users, was revised. Accordingly, the Comprehensive Guidelines are to be amended to encourage financial instruments business operators, etc. to make responses in line with the amended "Points to Note." Publication of the results of the public consultation on the partial amendment to the Comprehensive Guidelines for Supervision for Insurance Companies In recent years, life insurance companies have been increasingly employing reinsurance deals for purposes such as transferring risks and utilizing the operational capability of reinsurance companies. In light of such trends, the FSA amends the Comprehensive Guidelines for Supervision for Insurance Companies as required with the aim of encouraging insurance companies to enhance their risk management and clarifying the ideas prescribed in the existing guidelines.
