June 20, 2025 | Publication of the finalized partial amendment of the Comprehensive Guidelines for Supervision of Financial Instruments Business Operators, etc.: In the Second Interim Report compiled by the Working Group on Capital Market Regulations, Financial System Council (published in December 2022), it was recommended to develop institutions for the Proprietary Trading System (PTS), which handles listed shares, etc., in order to ensure fairness in transactions and transparency in prices. In consideration of this recommendation, the Cabinet Office Order Partially Amending the Cabinet Office Order on Financial Instruments Business, etc. was enacted (put into effect on December 1, 2024). This partial amendment is for the required amendment accompanying the clarification of prices through the development of the relevant institutions. June 16, 2025 | Publication of the draft Cabinet Office Order Partially Amending the Cabinet Office Order Partially Amending the Regulation for Enforcement of the Banking Act, etc.: Regulations on large credit facilities under the Banking Act, etc. have not been applied to commercial and industrial bonds issued by the Shoko Chukin Bank Ltd. for the time being, but the draft Cabinet Office Order provides for transitional measures for making them applicable. June 20, 2025 | Publication of the "Report (2025)" of the Working Group on Improving Internal Audits of Financial Institutions The FSA has held meetings of the Working Group on Improving Internal Audits of Financial Institutions since January 2025 with the aim of reorganizing the levels of internal audits through hearing opinions broadly from people in the financial industry and intellectuals, while taking into account consistency with global standards. June 19, 2025 | A poster to disseminate information to safe deposit box users: The "Comprehensive Guidelines for Supervision of Major Banks, etc." and the "Comprehensive Guidelines for Supervision of Small- and Medium-Sized and Regional Financial Institutions" were amended in May 2025 with the aim of ensuring the appropriateness and soundness of safe deposit box services provided by financial institutions. Accordingly, a poster to disseminate information on changes, etc. in safe deposit box services to be put up in financial institutions was created under the initiative of the Japanese Bankers Association. June 18, 2025 | Conclusion of the Information Cooperation Agreement between financial institutions and the National Police Agency for the purpose of preventing the spread of damage due to bank transfer scams, etc.: On June 18, 2025, eight large banks, etc. (Mizuho Bank, Ltd.; MUFG Bank, Ltd.; Sumitomo Mitsui Banking Corporation; Resona Bank, Limited; Saitama Resona Bank, Limited; Kansai Mirai Bank, Limited; Minato Bank, Limited; and Sumitomo Mitsui Trust Bank) and the National Police Agency concluded the Information Cooperation Agreement. Under the agreement, information related to bank accounts that are highly likely to be victimized by fraud as ascertained by these banks, etc. through monitoring will be shared promptly with relevant prefectural polices and the National Police Agency, for the purpose of strengthening measures contributing to the prevention of fraud damage and arrests of perpetrators. June 20, 2025 | As the Act Partially Amending the Payment Services Act was enacted in June 2025, the regulation of payment services now applies to businesses engaging in cross-border payment collection services, except for cases falling under exclusion from application as prescribed by Cabinet Office Order.
