Public Comments

July 10, 2026	The FSA published information on public consultation on the draft Cabinet Office Order Partially Amending the Regulation for Enforcement of the Money Lending Business Act. The Ministerial Order Partially Amending the Regulation for Enforcement of the Family Register Act was enforced on May 26, 2025, and it is newly provided that when a person whose national law is a law of a specific region files a notification, the person is allowed to enter the relevant region in the written notification and their family register. Accordingly, a head of money lending operations who does not have Japanese nationality is to register their nationality, etc. including the relevant region in their register. Therefore, the amendments are to be made to the Regulation for Enforcement as required. Public comments will be accepted until no later than 5:00 p.m. (JST), August 10, 2026. July 10, 2026	The FSA published information on public consultation on the Public Notice Designating the Business Accounting Standards to be Specified by the FSA Commissioner as Prescribed in the Regulation on Terminology, Forms and Preparation Methods of Consolidated Financial Statements. The international accounting standards published by the International Accounting Standards Board by June 30, 2026 will be the designated international accounting standards prescribed in Article 312 of the Regulation on Terminology, Forms and Preparation Methods of Consolidated Financial Statements. Accounting Standards to be renewed are as follows: abolition of International Financial Reporting Standards (IFRS) 14 Regulatory Deferral Accounts; newly establishment of IFRS 20 Regulatory Assets and Regulatory Liabilities; and correction of International Accounting Standards (IAS) 28 Investments in Associates and Joint Ventures. July 10, 2026	The FSA published information on public consultation on the draft Cabinet Office Order Concerning Amendments of the Financial Instruments and Exchange Act, etc. in 2023 and Amendments of the Act on Book-Entry Transfer of Company Bonds, Shares, etc. (to be enforced within three years and six months). The Act Partially Amending the Financial Instruments and Exchange Act and the Act Partially Amending the Act on Book-Entry Transfer of Company Bonds, Shares, etc. in Order to Respond to Environmental Changes, Including Advances in Information and Communications Technology were partially enforced. Accompanying the partial enforcement of these Acts, the Cabinet Office Order intends to provide for the matters necessary for the digitalization of trial procedures in relation to payment orders for administrative monetary penalties under the Financial Instruments and Exchange Act and the Certified Public Accountants Act and to develop other provisions as required. July 9, 2026	Promulgation of the Cabinet Office Order Partially amending the Regulation for Enforcement of the Banking Act, etc., and publication of the results of the public consultation on the relevant Cabinet Office Order, etc. The Act on Financial Debt Adjustment Procedures for Enterprises to Facilitate Business Recovery, which was enacted on June 13, 2025, provides for new corporate rehabilitation procedures.
