International Conference on
Strengthening Payment Systems in Asia

The Financial Research and Training Center (FRTC) of the Financial Services Agency (FSA) hosts international conferences which bring together the industrial sector, academia, and the government sector to consider practical issues concerning financial system international joint conferences of the industrial, academic and government sectors to discuss practical issues concerning financial system. The fifth such international conference was jointly hosted by the FRTC of FSA, the Asian Development Bank Institute (ADBI) and Keio University Global Center of Excellence (GCOE) Program on February 10, 2009, on the theme “Strengthening Payment Systems in Asia.” The conference had over 220 participants, including academics, government and central bank officials, financial institutions in Japan and abroad, and officials from foreign embassies in Tokyo.

Payment systems are key social infrastructures of financial markets, and it is important to enhance the safety, efficiency and user-friendliness of payment systems by adapting to the changing social and economic needs. Owing to the innovation of information and communication technology (ICT) in recent years, new payment technologies such as e-Money are growing in various countries, including Japan. In addition, efforts are being made to align national payment and settlement systems to international standards and make them responsive to user/client needs in order to reinforce interrelation of domestic systems with overseas systems and enable them to cope with growing global financial transactions.

Amid the current global financial crisis, the conference focused on how the settlement infrastructure in Asia can adapt to the changing financial environment to achieve smooth flow of funds in the region. Discussions were also made regarding payment systems that comprise the settlement infrastructure, examining their current situation and future prospects from various standpoints, not only their design but also innovation in payment business technologies.
